Roslyn Preview: VB: No IntelliSense in empty second attribute specifier

There is no way to show IntelliSense in the second <> without typing a character first.
Swapping the first two lines will allow IntelliSense in the empty <>

The <> are skipped trailing trivia. It'd be great if it could be parsed as an attribute with missing tokens inside.
