Why is DelegateDeclarationSyntax not derived from BaseTypeDeclarationSyntax?

Why is the DelegateDeclarationSyntax syntax node class not derived from BaseTypeDeclarationSyntax, but from MemberDeclarationSyntax syntax instead? This creates a special case in my code, where I want to select type declarations based on their Identifier name. Is it because of the BaseList property? If so, did you consider moving the Identifier property to MemberDeclarationSyntax? The Modifiers property probably could also be moved up. This would make the MemberDeclarationSyntax class more useful than it is now.
