Incorrect VBC_VER preprocessing constant for VB

The Visual Basic compiler exposes a preprocessing constant named VBC_VER. This constant indicates the version of the Visual Basic language, starting with 7.0 for the first VB.NET release in 2002, and rising to 12.0 for the VB2013 release.

In the Roslyn VB compiler source code, the VBC_VER constant is set in the file "Portable/PredefinedPreprocessorSymbols.vb". In that code, it is being set to 11.0, which would indicate VB2012. It should be set to 14.0 instead.
